Seasoned professional with over 30 years’ experience in civil engineering including procurement, program / project management, pavement / asset management, design, contract administration, construction management (CM), quality assurance, and personnel management. Developed / managed Architect-Engineer Consultant services contracts, Design-Bid-Build and IDIQ contracts; and monitored construction progress / contract compliance. Extensive experience in interpretation / application of Federal / State government regulations, codes, processes / procedures related to infrastructure project development / execution. Managed CM Section and Engineering Planning / Programming Section for CE Squadron (CES) at Barksdale AFB; Community Planning Section for CES at Ramstein AB, Germany; and O&M personnel in field of military installation facility maintenance, repair and minor construction also at Ramstein.
